当前我国第二产业就业面临的挑战及对策

On China's Current Enormous Employment Challenges in Secondary Industry and Its Coping Strategies

受世界金融危机影响,我国第二产业就业步入新的波动周期,过去一直推行的依靠投资、国际贸易和劳动要素投入等拉动就业增长的路径此时遇到巨大障碍。推动第二产业就业的进一步增长,一是要调整第二产业投资结构,优化第二产业的行业就业结构,提升第二产业中新兴行业吸纳人力资源的驱动力;二是要调整第二产业区域布局,优化第二产业区域就业结构,提升中西部地区第二产业吸纳人力资源的驱动力;三是要调整国家资源配置政策,优化第二产业所有制就业结构,提升第二产业中民营企业吸纳人力资源的驱动力。

Influenced by the world financial crisis,China＇s labor force utilization in secondary industry has entered a new wave cycle.The strategies that relied on the implementation of the investment,international trade and labor factor inputs to stimulate employment growth in the past are facing tremendous obstacles in the secondary industry.In order to promote further growth of employment in secondary industry,we must take the following measures： Firstly,we should adjust the structure of the secondary industrial investment and optimize the secondary industry employment structure to enhance Absorptive capacity of human resources in the emerging sector for secondary industry.Secondly,we should adjust the geographical distribution of the secondary industry and optimize the regional employment structure in the secondary industry to heighten Absorptive capacity of human resources in central western regions.Thirdly,we should adjust the national resource allocation policies and optimize the employment structure of ownership system in secondary industry to increase Absorptive capacity of human resources in privately-run businesses.
