中国低碳经济政策链范式研究

Research on Policy of China Developing Low-carbon Economy Based on Policy Chain Paradigm

低碳经济是人类应对气候、能源和环境危机的经济发展新模式。如何塑造低碳经济发展雏形,建立发展低碳经济的长效机制,成为当前我国加快经济发展方式转变的重要内容。经济发展方式向低碳化转型需要构建适度适宜的政策体系,政策链理论为我国低碳经济发展政策的制定提供了新思路。政策链的纵向与横向结构形成各项政策在时序上相互衔接、层次上相互配套、内容上相互补充的政策链系统,有效克服了单个政策的孤立性与局限性,有利于政策整体功能的发挥。基于政策链范式,本文首先阐述政策链的理论基础,设计低碳经济政策的链状结构,继而分析了我国低碳经济政策实践中暴露出的系统性、协调性及配套性的缺失问题和原因,最后提出低碳经济政策链的构建措施,强化政策链各环节的相互配套性,为现阶段制定我国低碳经济政策提供参考。

Low-carbon economy is a new kind of economic development mode for human to respond to the climate, energy and environmental crisis. How to shape the prototype of low-carbon economy and establish a long-term mechanism for the development of low-carbon economy have become an important content of our country accelerates transforming economic developing mode. Low-carbon transformation of economy needs to build an appropriate policy system, and policy chain theory provides new ideas for our country low-carbon economic development policy. The longitudinal and transverse policy chain structure forms a policy chain system which is time continuous, mutually supported and complementary in content. Policy chain overcomes the isolation and limitations of a single policy effectively and is beneficial to the overall function of policies. Based on policy chain paradigm, this paper describes the theoretical basis of the policy chain firstly, designs a chain structure of low-carbon economic policy, then analyzes the lack of systematic, coordinated and complementary which is exposed in our country low-carbon economy practice. At last this paper puts forward measures for constructing low-carbon economic policy chain,and strengthens the mutual supporting among every policies. We attempt to provide reference for our country current low-carbon-economy policy.
