城乡建设用地增减挂钩规划方法及实证 被引量:37

摘要 城乡建设用地增减挂钩规划是促进我国城乡统筹发展的有效手段之一,而如何科学规划挂钩项目区布局是目前面临的关键问题。本文引入级差区域指数,建立挂钩供需能力评价指标,并以山东省东明县挂钩规划为实证,探讨了挂钩规划的方法。结果表明:①挂钩供给区域和需求区域的级差区域指数评价指标体系包括"区位条件"、"经济状况"、"社会环境"3大因素,具体指标的选择因挂钩供、需区域的任务不同而存在差异;②东明县建设用地需求存在828 hm2的缺口,农村居民点整理潜力达6 346.41 hm2,说明东明县实现数量上的挂钩是可行的;③东明县挂钩供、需求区域级差地租水平存在明显空间差异,需求区域的高级差地租区分布在东明县北部县城附近的3个乡镇;供给区域的低级差地租区分布东明县中部的4个乡镇;④确定了东明县挂钩规划方案,规划期内安排22个拆旧项目区,且将近期拆旧项目优先安排在供给区域低级差地租区;安排建新区10个,且近期建新项目优先安排在需求区域高级差地租区。 "Planning of Linking the Increase in Land Used for Urban Construction with the Decrease in Land Used for Rural Construction" is an effective method to promote unban-nn:al coordinaled development, while it is still a problem of how to layout the projects in the planning areas scientifically. Therefore, this paper intends to introduce a regimal indicator system of rank ditterence for building capability index of demand and supply of the constnution land, and to explore the planning method by using Dongming County, Shandong province as case study area. The conclusions are as follows: ①The regional indicator system of rank difference in demand and supply areas for the construction land comprises three factors including location, economy and social environment. ②The planning in Dongnfing County is feasible becanse the demand of city construction land is 828 hm^2 and the potential of rural residential land consolidation is 6346.41 hm^2. ③There are significant spatial differences at the level of regional rank difference rent in demand and supply areas. High level rank difference rent of demand areas is in three towns and located in the north of Dongnfing. County low level rank difference rent of supply areas, is in four towns, distributed in the central pare of the county.④There are totally 22 rural residential land consolidation projects. Some projects in low rank difference rent of supply areas are preferentially arranged in the recent period. For 10 newly constructed projects, high level of demand areas are preferentially considered.
