低碳经济认识探析

An Overiew on Low Carbon Economy

本文综合机会说、经济模式说、经济形态说、经济体系说、能源革命说等现有低碳经济概念,从发展低碳经济的主体、客体、目标、途径和性质的角度界定了广义低碳经济概念,提出低碳经济是通过引导需求等制度措施,促进社会经济朝向高能效、低能耗、低碳排放模式转型和生活消费朝向低碳、节约、文明方式转变的一种新的经济发展模式和生活消费方式。低碳经济与循环经济共存于人类建设资源节约、环境友好、生态文明、和谐社会这一伟大实践中,各有特性,联系密切。两者根本区别体现在环境背景、观念理念、基本要求、主要特征、核心关键和评价角度等方面,其密切联系表现在国家战略的趋同性、发展宗旨的一致性、发展内容的相互包容性、发展成果的相互促进性、消费方式的共同性等方面。过多人为温室气体浓度增加导致气候变化,这将带来生态破坏、粮食减产等方面的灾难。政府应发挥主导作用,动员社会大众践行低碳生活方式,减缓气候变化威胁。

Considering the current concepts of low carbon economy, including opportunity doctrine, economic model doctrine, economic institution doctrine, and energy revolution doctrine, this paper gave the generalized definition of low carbon economy in terins of subjective, ubjeetive, targets, measures, and properties. the paper proposed that by taking institution measures, such as guiding demands, social economy was transterred to the mode of high energy efficiency, low energy＂ consumption, low carbon emission and life style was tranterred to being low carbon, eeonomized and civilized. Low carbon economy and circular economy coexist in the practices of construlting resource saving society, environment friendly society, ecological culture, and social harmony. The fundamental differences between low carbon economy and circular economy are reflected in the aspects of environmental context, concept and principle, the basic requirements, the main character, the core point and the point of view in evaluation. The close contact between low carbon economy and circular economy is shown in the convergence of the national strategy, the consistency of development purposes, the mutual inclusion of development content, the mutual promotion of of consumption patterns. To avoid the disasters, such as ecological damage and the shortage of food, induced by excessive increase in greenhouse gas concentrations, the guvernment should play a dominant role to promote low carbon life style to the public for slowing down the threat of climate change.
