摘要
本文分析了"十一五"期间工业节能减排工作面临的形势与压力,提出将"三高"行业和企业作为节能减排的重点,通过发展节能环保产业、低碳产业,建立合理的节能减排实施机制等措施,来推进节能减排工作。
This article analyzes the situation and pressure of energy conservation and emission reduction during the period of Eleventh Five-Year Plan,proposes the industry and enterprise with high consumption,high pollution and high emissions as the emphasis of energy conservation and emission reduction.By developing energy conservation,environmental protection and low-carbon industry and establishing rational implement mechanism to improve the energy conservation and emission reduction.
