芦潮港集装箱中心站海铁联运发展对策研究

Research on Countermeasures of Sea-rail Intermodal Transport Development in Luchaogang Container Center

介绍芦潮港集装箱中心站集装箱办理及班列开行情况,分析了设施、价格、时间、补偿机制等影响芦潮港站海铁联运发展的主要因素,研究欧美港口海铁联运发展的经验及政策措施,提出芦潮港集装箱中心站应通过明确港站定位、制定针对不同类型腹地的发展策略、实施港站一体化、营造便捷通关环境、完善大客户战略、实行补贴政策的措施,进一步促进海铁联运的发展。

This paper introduces the situation of container disposal and block train operation in Luchao-gang Container Center,analyzes the main factors influencing the development of sea-rail intermodal transportation of Luchaogang Container Center such as facilities,price,time and compensation mechanism,studies the experience and policy measures on the intermodal transport development in European and American ports,and puts forward the measures on promoting the development of sea-rail intermodal transport in Luchaogang Container Center in further step,includes defining the orientation of the port sta-tion,establishing the development strategies according to different hinterlands,implementing the combination of port and station,establishing shortcut customs environment,improving major clients strategy and implementing allowance policy.
