论民生保障法治建设的基本要求

On the Basic Requirements of the Law of Livelihood Security

若人性尊严都不能得到尊重,民生保障最多也只能算作统治者的施舍行为。当民生保障被视作民众的一种权利,国家所提供的民生保障就不能再限于是一种道德上的责任,而应当作为一种法定责任。公平正义对于广大民众来说也应当是一种民生权利。国家与公民之间的关系应当明确化与法律化,应当明确民生权利范围,落实国家民生保障责任。

If human dignity is not be respected,the livelihood security can only be regarded as rulers＇ charity.As livelihood security is considered as a right for people,it becomes not only a moral responsibility but also a statutory duty to the country.Fairness and justice should also be the livelihood rights for people.The relationship between country and people should be clear and legalized,the scope of people＇s livelihood rights be identified and the country＇s responsibility be put into effect.
