Research on System Security Mechanism of Rural-land Circulation and Scale Management in Heilongjiang Province

近年来黑龙江省推进土地规模经营的发展速度有加快的趋势,但其进程也受到诸如农村劳动力转移、土地流转、社会保障以及农村金融体制不健全等方面的制约,因此,完善与健全各项制度保障机制是黑龙江省推进土地规模经营,实现农业可持续发展的关键所在。

In recent years,our province has speeded up developing rural-land scale management.But in its development process,the following systems constrain its developing speed,such as rural labors’ transfer,rural-land circulation,social security and rural financial system and so on.Therefore,It is important to improve the system security mechanisms for Heilongjiang province for developing rural-land scale management and fulfilling agricultural sustainable development.
