“双保”对中国和谐社会构建与经济可持续发展的意义研究

Research on Significance of Double Maintenance to China’s Construction of Harmonious Society and Sustainable Development of Economy

"保经济增长、保耕地红线"是现阶段中国国土资源管理的主旋律和第一要务。尤其是当下,面对世界金融危机的剧烈冲击,党中央提出的"四万亿"项目投资拉动中国经济持续增长的战略决策,在很大程度上加剧了耕地红线保护的难度。如何才能实现"经济增长"与"耕地保护"的双赢,是当前各级政府尤其是国土资源管理部门所面临的一个重大难题。在这种情况下,2009年3月至11月国土资源部实施的"双保"战略行动计划对有效协调经济增长与耕地保护之间的矛盾有着重大意义。文中阐述了"双保"的内涵,分析了"保增长、保红线"对今后中国构建和谐社会和经济可持续发展的重要意义,并就当前中国经济增长和耕地红线保护中所存在的困难和问题提出相关的建议。

Maintaining the economic growth and protecting the red line of farmland have top priority in the current work of land management in China. To effectively alleviate the serious attack from the global financial crisis, the Chinese central government has invested four thousand billions RMB to ensure the sustained and stable growth of the economy, which has increased the difficulty in protecting 120 million ha of farmlands to great extent. How to come to win-win of economic growth and arable land protection is a really big problem the government at each level, especially, the national land management sectors are confronted with. Under the circumstances, the strategic campaign of double maintenance launched by the ministry of national land and resources of China plays a significant role in effectively harmonizing the contradiction between economic growth and farmland protection. In the paper, the genuine meaning of duel maintenance is explained and the significance of maintaining economic growth and protecting red line of farmland to constrnct the harmonious society and sustainable development of economy is analyzed. Finally, some suggestions for resolving the difficulties and issues in China＇s current economic growth and farmland protection are put forward.
