农村基层宫内节育器放置服务质量评价指标的初步构建

Preliminarily developing essential indicators for assessing the quality of IUD Insertion services provided in rural China

目的初步构建农村基层宫内节育器(intrauterine contraceptive device,IUD)放置服务质量评价指标。方法采用选题小组法,收集并分析了影响农村县、乡两级IUD放置服务质量的关键因素,并在此基础上结合文献研究和专家咨询法,初步构建了一套农村基层IUD放置服务质量评价指标。结果初步构建的IUD放置服务质量评价指标分三级:一级指标3个,二级指标11个,三级指标59个。结论选题小组法是一种科学、有效、可操作的指标构建方法。特别适用于初步构建评价指标。同时,初步构建的评价指标往往需要通过德尔菲法、文献法等方法进一步精选。

Objective To identify and develop appropriate and essential indicators for assessing the quality of intrauterine contraceptive device（IUD）insertion services provided in rural China.Methods Nominal group technique was adapted,while a group of experienced and knowledgeable experts together with services providers mana-gers from grassroots facilitators were invited.The nominal group highlighted the core factors affecting the consequences and outcomes of the IUD insertion services.Based on the outputs of the nominal group,a set of indicators for assessing the quality of IUD insertion services were preliminarily established,utilizing expertise and the relevant literatures.Results A series of essential indicators,including three levels（3 indicators at the primary level,11 indicators at the second level and 59 indicators at the third level）,were developed through the long process.Conclusion Nominal group technique is a valid,effective and practicable method which can be particularly applied in developing preliminary indicators.Meanwhile,the indicators need to be further selected and refined,by using other techniques,such as Delphi methods.
