随着近年来农药市场执法工作的不断深入,农药违法行为开始出现隐蔽化、规模化的发展趋势。单一部门的打击力度有限,无法从根本上震慑农药违法行为,在农药执法中,应坚持刑事优先的原则,根据《刑法》及《农药管理条例》的相关规定,对涉嫌构成犯罪、依法需要追究刑事责任的案件,必须及时向公安机关移送。

With the continuous development of the enforcement in the market of agricultural chemicals,the illegal activities involved with agricultural chemicals become covert and large-scale.It is impossible to deal with the offences by one law-enforcement authority alone.The principle of handling the criminal cases as a priority should be insisted in this enforcement.According to the provisions of ＇criminal code＇ and ＇regulation of pesticide management＇ in our nation,the cases suspected of crime or needed to be investigated for responsibility must be transferred to public security organs without delay.
