药品集中招标采购何以陷入尴尬

调查显示,调查对象普遍认为药品集中招标采购对降低药价作用不明显,药品价格高仍是造成"看病难、看病贵"的重要因素之一。本文提出:进一步改革和完善药品集中招标采购制度;建立和发展独立于买卖双方的第三方电子交易系统;对病种实行临床路径管理是降低医药费用过快增长、减少医保基金支出的有效方法。

The survey shows that the objects generally believe that purchasing drugs by centralized bidding does not have obvious effects on lowering the drug price,and high drug price remains one of the most important factors of ＂difficult medical services and expensive medical cost＂. The paper thiks that further reform and improvement of the purchasing drugs by centralized bidding system ,establishing an independent electronic commerce system and making clinical practice routing management on disease category are needed.These are effective ways to slow down the rapid growth of drug price and reduce the expenditure of medical insurance fund.
