＂Four beams and eight columns＂ is summarized to ＂four systems,four mechanisms and four supporting systems＂,and the activities and experiences of framework construction are mainly introduced in establishing basic medical and health care system in Weifang City.＂Four systems＂ refers to the public health system,medical services system,health insurance system,and drug manufacturing and distribution system.＂Four mechanisms＂ include financing mechanism,rationale diagnosis and treatment mecha-nism,mechanism for actively taking part in public health works,and complaint mechanism.＂Four supporting systems＂ include in-formation technology support,technology and talents support,organizing and mobilizing support,and supervision and administration.
