关于新农村建设中旧村改造问题的思考

Considerations on Problems of Old Village Rebuilding in the Process of New Village Construction

旧村改造在新农村建设中显得尤为必要与迫切。近几年,一些地方虽然已经开始了对旧村改造的实践,并且取得了一些成效,但也存在着诸如资金不足、规划不合理、忽视群众主体地位、配套工作不到位、无法可依等问题。因此,应采取使筹集资金渠道多元化、制订科学合理的旧村改造规划、切实尊重群众的主体地位、落实旧村改造的配套工作、加快旧村改造的立法进程等对策,以解决这些问题。

Old village rebuilding is extremely necessary and urgent in the process of new village construction. In recent years, although some regions have already started old village rebuilding and made some achievements, there are also some problems, such as insufficient funds, illogical planning, ignorance of the mass＇s principal position, the lack of supporting works, no laws to abide. Therefore, we should take multiple ways to raise founds, make scientific and logical planning for old village rebuilding, respect the people＇s principal position, put the supporting works of old village rebuilding into effect, accelerate the process of legislation, so that we can solve these problems.
