西方发达国家在不断发展的突发事件应急管理实践中逐步走向成熟,应急管理体系日臻完善。从应急管理法律体系、组织体系、运作机制、保障体系四个方面,通过分析比较美国、日本、俄罗斯三个国家突发事件应急管理的特点和差异,探讨其对构建我国突发事件应急管理体系的有益启示。

Western developed nation is gradually heading for maturity in the management practice of continuously growing incidents and the emergency management system is perfecting day by day.The paper analyzed and compared the characteristics and difference of emergency management of incidents in US,Japan and Russia and discussed the useful inspires for constructing China＇s emergency management system of incidents from four aspects which were the legal system,organization system,operation mechanism and guarantee system of emergency management.
