当代中国县政府行为的“实然逻辑”

"Real natural logic" of the county government acts in contemporary China:a case study

中国历来有"郡县治,则天下安"之说,当代中国社会发展仍然是"成败在于县域治理的好坏"。社会各界对当代中国县政府行为的评价,褒贬不一、莫衷一是。政府行为是理性的逻辑行为,当代中国县政府行为的成败得失都有其自身的逻辑必然性:县政府及其官员的自利性决定其行为的基本取向;行为目标的确定遵循着"生存理性——利益理性——社会理性"的逻辑顺序;行为结果取决于县政府行为的"自由空间"的变化。

The Chinese saying ＂The peace in the county government,then in the world＂ can still find application in contemporary China.The success or failure of social development lies respectively in good or bad county governance in China.The appraisal of the county act from all sectors of the society in contemporary China is diversified.Government act is supposed to be the rational logic behavior.In contemporary China,the success or failure of the county government action has its own logic of necessity： county government and its officials＇ self interests acts determine the basic act orientation;the object setting follows the logic order of ＂survival ration＂,＂the interests ration＂ and ＂social ration＂.Behavioral outcomes is determined by the changes of the ＂acting free space＂ from the county government act.
