The Northern Government＇s economic legislation has played a key role in modernizing Chinese economy and legal system.Based on the analysis of the Northern Government＇s economic legislation and the result it produced,the paper points out that despite the defects of the Northern Warlords Government＇s economic legislation the historical role it played had boosted China＇s modernization.
