天津市小型农田水利工程现状及发展对策研究

Present Situation of Small Irrigation Works in Tianjin and Research on Problems and Countermeasures

根据天津市小型农田水利工程的现状,分析目前存在的工程老化失修严重、投入不足、管理体制不健全等主要问题,提出加大财政投入,整合支农资金,完善村级"一事一议"筹资筹劳政策,吸引民营资本投入,推进农村水利建设管理制度改革的对策。

In this paper,the current situation of small irrigation works in Tianjin was summarized,the problems in construction and management of small irrigation works were analyzed,several countermeasures and suggestions were put forward including increasing the financial investment,integrating the dispersed financial funds for agriculture,perfecting ＇be related is discussed＇ raise fund policy planning service,encouraging private investment.
