改革开放以来党内民主建设的发展与启示——以党章内容的修订为视角

Expansion of Intra- Party Democracy and Enlightenment——From the Angle of the Amended Constitution of the Party

党章是党的根本大法,是党内民主建设的最高法规。改革开放以来,党章关于党内民主内容的修订经历了由抽象到具体、由内容简略到丰富翔实、由强调集体权利到彰显党员个人权利的发展历程。总结这一历史发展进程可以得出如下启示:党章关于党内民主的内容修订,是我们党对党内民主实践经验的总结和升华,是我国社会、经济不断发展促使党内民主建设有序推进的结果,是我们党不断加强党内民主制度化建设的体现。

The Constitution of the Party is a body of basic laws of the Party and the highst rule for expansion of intra-Party democracy. Since the introduction of the reform and opening up policy, amendment of the part of the Constitution concerning intra-Party democracy has undergone a development course in which the content of intra-Party democracy changes from abstract to concrete, becomes fuller and more accurate and changes from emphasizing collective rights and interests to displaying individual ones. From this course we can gain the following enlightenment： the amendment is a review and distillation of the Party＇s practical experience in carrying out intra-Party democracy, and the result of orderly progress propelled by economic and social development in expanding intra-Party democracy, and give expression to institutionalized intra-Party democracy constantly.
