新农村建设中的NGO:作用、困境与发展途径

Ways to Develop NGO in Building a New Socialist Countryside

NGO对于新农村建设具有重要意义,它在促成农村经济新形式、推动村落文明建设、丰富群众体育活动、维护弱势群体利益、促进村民自治等方面都发挥着重要作用。但是,目前NGO在新农村建设中既存在政府干预过多和支持力度不够并存以及社会对发展农村NGO的意识整体不强等外在困境,也存在NGO本身在管理机制、资金、信息、人力资源等方面不足的内在困境。为此,在新农村建设中应通过加强政府支持力度、健全相关法律法规、再造自身管理流程、拓宽资金信息渠道、重塑人力资源体系等措施促进农村NGO的发展。

NGO plays an important part in creating a new rural economic form, developing village civilization, enriching sports activities for the masses, safeguarding the interests of the underprivileged group, and promoting villagers＇ self-government. But at present, there are such problems of NGO as too many interferences and insufficient support from the government, and the public lacking strong awareness of NGO in China. In addition, NGO itself lacks a management mechanism, funds, information and human resources. For this reasen, it is necessary for the government to give more support to NGO, improve relevant laws and rules, recreate the management process, broaden avenues for raising funds and collecting information, and reestablish a human resources system so as to promote the development of NGO in rural areas.
