环勃海环京津区域内部各地区历史联系紧密,经济、文化关联性高,文化资源融合与文化产业融合既有区位和历史的可靠性,也有文化产业发展的必要性。文化资源的融合必然推进文化产业的融合,而文化产业的融合又必然直接推进文化产业的超常发展。从现阶段看,推进文化资源和产业的融合,首先要加深文化管理体制改革,打破条块分割,让文化资源自由流动,才能释放出其应有的活力;第二要依法保护文化资源,建立公平有序的竞争环境;第三要创新投融资体制,畅通文化产业资金流;第四要拓展文化产业,推进经济文化一体化。

The integration of cultural resources and cultural industry around Beijing-Tianjin and Bohai Sea District is not only in the feature of local and historical reliability,but also is characterized by the necessity of the development of cultural industry for the close connection among its various areas interior and the tight relation between economy and culture.The integration of cultural resources inevitably puts forward that of cultural industry,and vise versa.And it’s necessary for us to start from the following aspects to achieve the integration between cultural resources and industry.First,the management system of culture must be given a deeper reform,and the cultural resources are allowed to give full play by breaking the barriers between different districts.Second,cultural resources are protected legally and a fair competitive environment established.Third,an innovative financing system is set up to smooth the movements of cultural industry funds.And last,cultural industry needs to be expanded and economic culture integration carried forward.
