摘要
亚洲金融风暴和最近的全球性金融危机,使人们充分认识到以银行业为主体的金融行业对国家经济安全的重要性。国有商业银行是我国银行业的主体,国有商业银行运行的质量和在国际金融市场上的竞争,关系到国民经济的发展和国家的经济安全,是不言而喻的客观事实。而目前我国银行业的人才争夺战正呈拉锯状态,人力要素开始重新配置,客观准确地分析我国国有商业银行人力资源及其管理的现状,是提高人力资源管理水平和开发效率,进而提升国有商业银行竞争力的基础。传统的研究更多的是关注国有商业银行人力资源及其管理上存在的问题,混淆了国有商业银行股份制改造前后人力资源及其管理上出现的变化,不仅忽视了国有商业银行在人力资源及其管理上做出的努力和取得的成效,同时对国有商业银行人力资源管理的某些现状进行了错误的解读。
The financial turmoil of Asia and the recent global financial crisis, makes the people to fully understand that the banking industry as the main body financial profession is so importance to the state economy security. The state-owned commercial bank is the main body of our country's bank profession. The operation quality of state-owned commercial bank and its performance on international finance market relate to the national economic security and the development of national economy. At present, the talented person contest of our country's banking industry is appearing more and more intense. Manpower essential factor starts to redeploy. To analyzes the present situation of the human resources and its management of the state-owned commercial bank accurately and objectively, is the foundation to raise human resources management level and the development efficiency, and therefore to promotion state-owned commercial bank competitive power. Traditional research are focusing on the problem of the state-owned commercial bank's human resources and its management. They have confused the human resources and its managemnet's appear before and after their joint-stock system transformation. They not only have neglected the result the state-owned commercial bank makes in the human resources and its management, simultaneously have carried on the wrong explanation to its certain present situations.
