2010年是"十一五"规划的最后一年,也是"十二五"规划准备之年,更是贯彻中央推进新疆跨越式发展和长治久安、落实全国对口援助新疆的起步年。本文就影响新疆当前物价走势的"菜篮子"保障能力问题和关系新疆长远发展的"十二五"规划编制、产业结构调整、对口援助实施等方面存在的苗头性、倾向性问题进行剖析,以期为政府决策和推进新疆跨越式发展和长治久安提供决策参考。

2010 is the final year of ＂the eleventh five-year plan＂,the preparation year for＂the twelfth five-year＂ planning,and the year to carry out the ideas of the central government which are to push the great-leap-forward development and stability of Xinjiang,the first year to push the corresponding aid into practice.This paper pays close attention to the tendentious questions that influence the price movements of Xinjiang ＂shopping basket＂ security problems,analyzes the problems that are related to how to draw up the ＂twelfth five-year＂ planning of the long-term development of Xinjiang,industrial structure adjustment,the implementation of corresponding aid,in order to promote Xinjiang great-leap-forward development and stability,provides the evidence for government to make decisions.
