摘要
在应对重大突发事件的实践中,我国道路运输应急反应机制从建立到不断完善,取得了可喜的成就。但是,基层的应急道路运输保障建设刚刚起步,还很不健全、很不完善。有必要从预案体系、主体责任和责任制度体制度落实、队伍构成、科技和信息化、设施设备等建设方面进行积极的探索和完善,进一步提高基层应急道路运输保障体系建设的水平。
We have made great achievement in improving our emergency reaction mechanism of road transportation responding to some emergency affairs.However,the basic construction of the emergency protection road transportation is in its infancy and far from perfect.It is necessary for us to explore and optimize actively in terms of emergency planning system,the main body of responsibility,the implementation of accountability system,the team composition,technology and information,facilities and other aspects,further improving the level of construction of road emergency protection transportation system.
