福建省地方公共产品供给分析

On the Local Public Goods Supply in Fujian Province

通过分析1990-2008年教育、社保和卫生的数据显示,福建省在这些领域的公共支出水平与地区经济发展水平基本一致,但在东部沿海经济发达地区明显偏低,尤其在2006年以前更为明显。2006年以后尽管有了较大幅度的上升,但可能引发潜在的财政支出压力。通过地方政府转型,政府减少和逐步退出经济建设领域,提高地方公共产品供给效率,是缓解地方公共产品供给财政压力的重要途径。

This paper analyses the public expenditure and local public goods supply in Fujian Province in the fields of education,social security and health in the period of 1990-2008.The study shows that the public expenditure was consistent with the economy development of Fujian Province but lower than that of the other coastal provinces in eastern China especially before 2006.After 2006,the public expenditure of Fujian Province grew greatly,but this could trigger considerable pressures to the local budget.Local government could relieve such pressures through government transformation by retreating from the field of economy investment and improving efficiency of local public goods supplies.
