经济全球化的浪潮,不断地对认定倾销的规则提出挑战。在现行WTO/GATT反倾销法律制度中,各国在利益的驱使下往往都会提出利于自身的解释,这显然不利于全球化的经济交往。为此,本文试从倾销定义的历史沿革及构成做理论上的诠释,再在确定倾销的标准及程序上作实践方面的解析,最后对WTO框架下的反倾销制度作了评述。
