新疆科技投入对经济增长贡献的实证分析

摘要 文章采用广义的C-D生产函数,对新疆财政科技投入的经济效果进行了实证分析。结果表明:新疆财政科技投入每增长1%,GDP平均增加0.202%;对滞后一年的经济增长分析显示,财政科技投入每增长1%,GDP平均增加0.238%。反映出财政科技投入不但对当期的经济增长具有促进作用,而且还存在滞后效应;新疆应在加大财政科技投入总量的同时,对科技资源的优化配置和使用效率给予足够的重视。 Based on the data from 1980 to 2008 released by the Xinjiang Statistical Bureau and Xinjiang Science and Technology Department and using general Cobb-Douglas production function,this article makes an empirical analysis on the economical effects of Xinjiang's science and technology input. The results show that Xinjiang's science and technology input not only brings about the present economic growth but also has hysteresis effect. When the growth of Xinjiang's science and technology input is 1%,the average growth of GDP is 0.202%;the hysteresis effect of Xinjiang's science and technology input is that when the growth of Xinjiang's science and technology input is 1% ,the average growth of GDP is 0.238%. So more attention should be paid to optimizing the configuration of science and technology resources as well as utilization efficiency while the total financial input on science and technology in Xinjiang is increased.
