阐述了农村信息化由基层干部策划实施,直指村民最核心的需求,如农产品的买卖的需求、村务公开的需求等,一种自下而上的发展模式。在设计运行机制时,充分考虑参与的所有各方的利益,能够低成本地实现整个体系的启动和自运营。这种模式的关键是让农村信息化的真正主体农民参与进来,激发基层的生机与活力,从而使其具有强大的生命力。讨论了该系统的软件平台结构、业务模型、具有自造血的运营模式,以及A2A(Area 2 Area)农村电子商务模式。

In this paper,a bottom-up model of development was developed,in which the plan was carried out by rural grass-roots cadre,with focused directed at the core needs of the villagers,such as the demand of agricultural products sale,village affairs revelation.The benefit of all partners should be fully considered when designing operating mechanism so as to achieve the start and auto operation of entire system at low cost.The key in this model is that the farmers are real body involved in rural informatization and the vigor and vitality of grass roots were stimulated.In this article,the software platform structure was discussed as well as the business model with self-blood,and A2A（Area 2 Area） e-business models.
