武汉城市圈土地管理政策创新的思考

Thoughts on Innovation of Land Management Policy in Wuhan City Circle

土地管理政策是武汉城市圈"两型"社会综合配套改革试验区建设六个配套政策之一。创新土地管理政策,对推进武汉城市圈综改试验区建设起着至关重要的作用。文章通过分析我国当前土地制度存在的一些主要问题,提出了土地管理制度创新的一系列依据,总结了国内各大综改区在土地管理制度创新方面的基本经验,进而结合武汉城市圈综改试验区的特点,提出了一系列关于武汉城市圈土地管理制度创新方面的建议,以求通过在土地政策层面上的创新,不断推进武汉城市圈"两型"社会综改试验区的建设。

Land management policy is one of the six supporting policies that the comprehensive reform experimental area of two-oriented society are constructed in Wuhan City Circle.The innovation of land management policies plays a vital role in accelerating the construction of the comprehensive reform experimental areas in Wuhan City Circle.This paper analyzes some main issues existing in China＇s current land systems,puts forward a series of bases on land mangement system innovation,summerizes the fundamental experience of land management system innovation among domestic comprehensive reform areas,then further proposes a series of suggestions on land management system innovation in terms of the features of the comprehensive reform experimental areas in Wuhan City Circle,thus promotes the construction of the comprehensive reform experimental areas of two-oriented society in Wuhan City Circle by the innovation of land policy level.
