The Separation of Enforcement Power in the Local Courts

执行难问题是长期困扰人民法院工作的一大顽疾,人民群众对法院执行工作的关注度一直以来从未减弱,对执行工作的要求度亦与日俱增,当然对执行工作的微词亦不绝于耳,这其中固然有外界对法院执行工作客观规律的不理解,但也不容回避法院自身管理不科学,执行权力配置不合理的问题,因此,我们极有必要对当前人民法院的执行工作进行再反省、再思考、再定位。探索新的执行模式,执行分权是我国执行工作的一项创新举措,目前还处于摸索阶段,但值得肯定的是执行分权有利于加强执行监督、提高执行效率。

The enforcement of court decisions has long been a problem that plagued the people＇s court,owing to people＇s growing attention to the enforcement tasks,it demands higher than before.Certainly,criticism about it has always been there,partly due to their misunderstanding in the objective rules of enforcement tasks,however,it is undeniable that management and arrangement of enforcement powers demonstrates a few weakness.Therefore,it is necessary for us to reconsider,reflect,reorientation and explore new models of enforcement.The separation of enforcement power is an innovation at its beginning stages,while it positively promotes the efficiency which is worthy of appraisal.
