高等教育质量评价体系的整体构建

The Overall Construction of Higher Education Quality Evaluation System

在建设高等教育强国的时代背景下,要整体构建高等教育质量的评价体系,当务之急是要着力构建并完善高等教育质量的评价主体、评价指标和评价方法体系,即是解决谁来评、评什么、怎么评的问题。实践中,一是要促使政府主体的职能转变,学校主体的功能发挥,社会主体的积极介入;二是要重视评价指标的选取,以及指标权重的设计;三是要运用定量与定性相结合、单项与综合相结合、静态与动态相结合的评价方法。

In the era of higher education for a powerful nation,it is urgent for the overall construction of the higher education quality evaluation system to construct and perfect the evaluation subject,index and methodology of higher education quality,that is,such problems as who will evaluate,what will be evaluated and how will be evaluated must be solved.In accordance with the subject,the functions of administration should be transformed,the role of higher education institutes should be properly played and the subjects in society should actively participate in.For the index,the choice of indexes and the design of index weight should be paid attention to.As to the methodology,the evaluation of the quantitative and qualitative,the individual and overall and the static and dynamic should be put together.
