Blueprint for Urbanization Unveiled

建议中共中央就城市化问题召开一次全会，对城市化发展中的若干重大问题作出决断、决定，统一思想。

A report drafted by the China Development and Research Foundation in September has charted an urbanization course for the country:By 2030,it says,400 million farmers will live in cities with full benefits and government services. The report named 20 city clusters as urbanization centers and calls on the central government to consolidate its five-layer administration system into three,increase urban population density,and prevent city development from encroaching on farmland and nature reserves. An income tax distribution scheme linking central and local governments should be matched with shared responsibility. And public services should be provided through the market,relying on public-private partnerships and sound supervision.The report aims to prepare China for a sea change from 'demographic dividend' to labor shortages and an aging population,while suggesting ways to leapfrog environmental and resource problems.
