摘要
目前我国城市公共交通领域的市场化改革出现了大规模的国有化回潮现象,引起了学术界对公共交通市场化改革及未来发展的思考。针对该问题,运用比较方法研究我国公共交通行业现行运行模式,发现市场化改革失败的原因是政府的管理体制和服务提供机制方面市场化程度不够。据此提出两条改革策略:一是在现有公私合作模式基础上加强政府监管;二是进一步深化改革政府与市场间的合作内容与形式,采用国有民营模式。并通过建立"对象—过程—主体"三要素分析模型,认为国有民营模式适合我国基本国情和当前宏观管理组织体制。
At present, the market-oriented reform of China urban public transport sector has been regarded as a failure. And the phenomenon of the state advances as the private sector retreats presents challenge to the academia. Based on the comparison of China public transport operation mode, this paper argues that the reason for the failure of market-oriented reform is the government management system and service delivery mechanisms insufficient. It does not need to increase the government intervention. There are two ways to reform. One way is to strengthen government regulation on the basis of the exiting public - private partnership pattern. The other way is to use the mode of private business - public owners, which is to deepen the reform of cooperation between government and market. According to the model of objectivity - process - subjectivity, it finds that the mode of private business - public owners suits to our national condition and the current macro-management organizational structure.
