乌鲁木齐地区近十年来经济保持了持续快速的增长,但这种增长却始终伴随着"高投入"、"高消耗"、"高污染"的问题。转变发展方式已刻不容缓。应把观念创新作为前提,把节能减排作为突破口,把培育新兴产业作为重点,以制度创新改善环境,全面加快经济发展方式的转变。

Urumqi has maintained a rapid economic growth rate over the past decade, but with problems of ＂big investment＂, ＂high consumption＂ and ＂severe pollution＂. It is now urgent to change the economic growth mode. To quicken the change of economic growth mode, we must take the concept innovations as the prerequisite, the energy-saving and discharge reduction as the breakthroughs, the cultivation of new industries as the key and the system innovation as a means to improve the economic environment.
