Under knowledge economy condition,the competitive advantages depended on resources,which called static competitive advantage,are gradually losing in the regional competition.And the region economy development more and more emphasized on the dynamic competitive advantages,which is able to dispose and conform re-sources.The industrial cluster gathers the effect which can display the total ability of various resources,it can form many kinds of competition advantages.So how to cultivate the cluster’s regional competitive advantages has become important to the development of each region’s economy in our country.
