提升电子文件管理系统质量的路径分析

The Path Analysis of Improving the Quality of Electronic Records System

系统研发和实施的质量成为决定其中电子文件质量的关键所在。一些发达国家和地区围绕着管理电子文件的系统的质量提升,在多年的研究与实践中,逐步摸索出"标准引导、政策配套"的基本路径。即通过制定系统功能需求规范及实施指南,引导产品研发;通过制定配套的采购政策,要求有关用户购买符合标准的产品。本文通过基于文献的案例研究法,对此路径展开分析,并对我国相关工作的开展提出建议。

The quality of electronic records heavily depends on the quality of system research and development and implement. Several developed countries and regions revolved around the quality improvement of managing electronic documents system, in the process of many years of research and practice, they have progressively groped for elementary path as ＂guided by standard, used by policy supporting＂, that is, by means of guiding the research and development of products by enacted functional requirements standard of system and implementation of the guide; by means of formulating the matched procurement policy to request relevant customers to purchase standards-compliant products. The paper analyses the path through case study method on the basis of documents, and offers suggestions to the national system development.
