国际制度与国家软实力的增进

International System and Soft Power Increase of a Country

国际制度是国家软实力的一个重要来源和构成要素,因此除了具有化解国际争端、促进国际合作和塑造国际秩序的功能之外,还具有增进参与国的软实力的作用。这主要体现在三个方面:(1)增进国家行为的合法性;(2)提高国家的国际声誉;(3)是合法的政治控制工具。作为政治控制的工具,国际制度的含义对于实力地位不同的国家来说是不尽相同的。中国作为一个正在崛起的大国,同时也作为一个致力于通过和平发展谋求国家昌盛的重要角色,有必要更加积极地利用制度化手段来促进本国目标的实现和国际地位的提高。

The international system is an important source and component of national soft power. Thus, in addition to the functions of solving international disputes, promoting international cooperation and maintaining international order, the international system also contributes to soft power increase of the countries involved. This function is reflected in three ways. 1. increasing the legality of the country; 2. upgrading the reputation of the country; and 3. functioning as a tool of political control. As a tool of political control, the international system means differently to countries of different power, though. It is necessary for China, a rising big power that strives to seek prosperity in peaceful ways, to make better use of the positive influence of institutionalized means to reach her goal and raise her position in the world.
