社会政策执行过程中的合作治理研究--以广州市农村社会养老保险政策为个案

Cooperative Governance in the Process of Carrying out Social Politics, a Study Taken Guangzhou’s Politics of Rural Social Pension Welfare as Its Case

农村养老保险政策的执行是一个复杂的系统,涉及到多个利益主体,它们无法按照单一秩序的要求行事。信息不对称和委托—代理问题提高了"单中心"政策执行模式的社会成本,考虑到公民的政策需求并不是固定和一致的,因此,依靠单个政策执行主体的努力无法改善政策执行的效果。合作治理的行动机制是通过达成共识建立互信,在"正和博弈"中求得共赢。出于减少社会成本的考虑,我们需要开展合作治理,唤醒和维持这些行动主体的合作意识,促使它们围绕社会政策的执行自我组织起来,通过积极参与降低社会成本。所以,通过赋予它们自主权和参与权有助于发挥各自的比较优势,从而以更低的社会成本改善这项社会政策的执行效果。

The executing of rural pension insurance policy is a complicated system, which will include several bodies. It is impossible to demand them to obey single order. The problems of information asymmetry and client deputy have increased the social cost for the model of single-core policy execution, account for the demands from citi-zens are of unfixed and uniformed. Therefore, it is difficult to depend on the efforts of single body. The action mechanism of cooperative governance is a consistent form constructing mutual confidence, carrying out cooperation, and acquiring bi-achievement in the course of ‘co-game’ by executing cooperative governance. To decrease social cost, it is necessary for us to arouse and maintain their cooperative consciousness by cooperative governance, and urge them organize the execution of social policy by themselves. And then, they can decrease social cost by attending the cooperation actively. Therefore, it is realistic to embody their comparative advantages and improve the execution effects of this social policy, if we impart them an independent participation.
