国外经验对我国标准化建设的启示

Standardization Development in China

为加快我国标准化建设,充分发挥标准在我国科技管理、生产建设、国际贸易和公共安全中的作用,在借鉴国际、国外先进经验,分析我国国情和标准化工作中存在的不足的基础上,提出:需制定我国标准化战略;标准化工作中分类加强政府行政主导作用和引入市场机制;大力发展自主创新的科学技术,重视和加强标准化基础理论研究和标准化队伍建设,形成具有中国特色的标准体系。

Standardization,which is recognized as an effective management method,is widely implemented in international trade,technology improvement,and other important areas by many countries.In order to speed up the establishment of China＇s standardization,this essay provides some suggestions on standardization development which would be beneficial to science management,manufacturing,international trade and public security.Based on the analysis of its current situation and deficiencies of standardization in China,as well as the advanced experience in standardization development among the developed countries,this essay suggests that China＇s standardization strategy should be scheduled for development and it should be formed as its own standard system.Firstly,government administration should be strengthened or the market mechanism should be introduced in different areas.Secondly,the innovation development on science and technology should be encouraged.Thirdly,the research of basic theory on standardization should be enhanced.Fourthly,the standardization experts should be trained and the team should be expanded to strengthen the manpower for standardization development.Therefore,the Chinese style standardization system will be formed and developed.
