我国循环经济主体界定及推进机制选择

Definition of the Main Bodies and Choice of Promoting Mechanism of Circular Economic in China

循环经济是一个系统工程,其发展依赖于全社会推进。政府、企业、公众是推进循环经济的三大主体,其中政府是循环经济的引导者和首要推动者,并直接影响企业、公众的参与行为和程度;在循环经济发展的不同阶段,应当采取不同的推进机制。文章就循环经济推进主体及其地位和职责,不同阶段循环经济的特征及推进类型进行了剖析,并结合问卷调查结果分析和评估了我国循环经济发展中存在的运行机制问题,认为近期内我国应当建立和完善协同推进型的循环经济推进机制,最后提出了相应的政策性建议。

Circular economy is a systematic project,and its development depends on the impetus of the whole society.The three main bodies of the impetus are government,business and public.Among them,government is the guide and the chief propellent,and it influences directly the behavior and degree of participation of the other two bodies.It should take different promoting mechanism in different stages of circular economy development.In this paper,the status and duties of main bodies and the characters of circular economy in different stages were dissected.The problems of operational mechanism in circular economy development were evaluated and analyzed combing with questionnaire surveys,and the conclusion is that in China the coordinate–impelled mechanism should be promoted.Finally,policy proposals were prospected for the future circular economy development.
