摘要
为科学评价配电网效率,指导配电网建设规划及投资,提出了配电网效率的三阶段评价方法:第1阶段应用传统数据包络分析(data envelopment analysis,DEA)法确定配电网效率;第2阶段应用随机边界(stochastic frontier approach,SFA)法调整投入变量;第3阶段最后确定配电网效率。建立了考虑环境因素的配电网效率评价指标体系,并利用三阶段评价方法对2008年重庆地区12个配电网进行了效率评估,算例结果验证了配电网效率受所在位置、地区经济发展水平等环境因素的影响,重庆各配电网的综合无效主要源于规模效率欠佳。若要改善规模效率,则需要提升各配电网的管理能力。
To evaluate efficiency of distribution network rationally and guide construction, planning and investment of distribution network, a three-stage evaluation method is proposed, for this purpose, according to physical condition of distribution network an index system, in which environment variables are taken into account, is built. In the first stage the efficiency of distribution network is decided by traditional data envelopment analysis (DEA); then input variables are adjusted by stochastic frontier approach (SFA); and then the efficiency of distribution network is finally decided. The efficiency of 12 power supply districts in Chongqing region in 2008 is performed is evaluated by three-stage evaluation method. It is verified by the calculation case that the efficiency of distribution network is influenced by the environmental factors, such as the position where the distribution network locates, development level of regional economy and so on; the overall ineffectiveness of distribution network originates in insufficient scale efficiency, so it is necessary to improve the management ability of distribution networks in Chongqing region to ameliorate their scale efficiency.
