摘要
介绍了2008年以来南方电力市场综合模拟运行情况,提出了南方电力市场当前存在的问题,并给出了解决思路:增加市场披露信息,提供多次交易机会,以解决市场成交不稳定问题;结算价格由中标购售电双方报价平均值改为按售电主体报价,以解决售电主体对购电主体偏好问题;负荷和需求不平衡部分由非竞争机组和竞争机组共同承担,以解决系统平衡问题;依据输电通道不同时段的稀缺性调整输电电价,以解决输电通道阻塞问题;在交易机制上调整成交优先顺序,以解决东西部省区购售电协调问题。根据国家进一步推进大用户直购电等双边交易和加大节能降耗工作力度的实际情况,提出了南方电力市场下一步将大用户交易纳入南方电力市场交易平台体系中统一运作、市场竞价模式与节能降耗相协调、开展大小火电之间发电权交易的发展思路。
The comprehensive simulated operation situation of south China electricity market since 2008 is presented, and existing problems in south China electricity market are indicated and solutions of these problems are proposed, i.e.: increasing the disclosed information of the market and offering the chance of more transaction opportunities to avoid the instability of deals; changing the settlement price from average value of tender prices given by bilateral successful bidders, i.e., the purchaser and seller of electricity, into the quoted price bidden by principal sellers to settle the preference of principal seller to principal purchaser; jointly undertaking the unbalanced part between load and demand by competition units and non-competition units to ensure system balance; adjusting transmission price according to the scarcity of transmission channels in different time intervals to mitigate the congestion of transmission channels; adjusting the priority order of making bargain in transaction mechanism to coordinate purchase and sell of electricity of east provinces with west provinces belonging to South China electricity market. According to actual situation in China that the bilateral transaction such as direct electricity purchase by large consumers will be further promoted and the work in energy conservation and consumption reduction is intensified, the thinking for further development of south China electricity market is proposed as the following: bringing the transactions of large consumers into trading platform system of south China electricity market, coordinating market bidding mode with energy conservation and consumption reduction, and carrying out generation power transaction between small-sized thermal power plants and large-sized thermal power plants.
