农村社会风险及其风险管理体系探索

Rural Social Risks and its Management System

当前我国农村已经进入高风险社会时期,各种社会风险严峻考验着农村风险管理体系的能力。诸如制度不健全且缺乏保障机制,村委会和党支部职能交叉现象严重,村委会威信缺失,剩余劳动力与空巢家庭的风险隐患,土地流转与群体性事件引发的风险等等,都向我国农村社会提出诸多挑战。因此,必须建立全面的农村社会风险管理体系,健全农村社会风险管理制度,完善农村社会风险预警系统与机制,健全农村社会风险的全程监控和反馈机制。

In an era of high social risks,the risk management system in Chinese rural area faces increasing challenges.Institutional deficiencies,poor social welfare mechanism,serious overlapping in functions of villagers committee and party branch committee,damage to village party committee＇s prestige,surplus laborers,empty-nest family,land transfer and mass disturbances all contribute to this issue.Therefore,comprehensive rural social risk management system,early warning system,and monitoring-feedback systems should be developed.
