目的:探讨国家基本药物制度实施在使用环节面临的主要挑战,提出解决的思路与建议。方法:从基本药物"零差率销售"和基本药物在医疗机构的使用两方面分析,指出现阶段基本药物制度实施在使用环节面临的主要挑战。结果与结论:加快立法,确定基本药物的法律地位;完善补偿机制,确保基本药物"零差率销售";促进基本药物合理应用,规范医务人员处方行为;加强基本药物信息宣传。

Objective：To explore the main challenges country essential drugs regime implementation in use,and to propose the solutions and suggestions.Methods：Through analyzing the two aspects of essential drugs ＂zero rate sales＂ and essential drugs in the medical sector,major challenges of essential drugs regime in use is pionted out.Result and Conclusion：Through speeding up the legislative,the legal status of essential drugs should be determined;through improving the compensation mechanism,the essential drugs ＂lingchalv sales＂should be ensured;the sales of essential drugs for proper application be promated and the behavior of medical personnel beregulated;the essential drugs information be strengthened.
