We can feel obvious changeability of public policy in the society transition course;this is decided by characteristic of society transition and the function of public policy.I will analyze the means of policy changeability under the background of society transition in my article,expatiating the types and character of policy changeability,and I will give some measures to lighten the negative influence by discussing the content of negative influence and the approach that policy changeability making negative influence.
