陕西小水电实行丰枯峰谷上网电价的研究与分析

Study and Analysis of Implementing Peak-valley TOU & SOU Tariff for Small Hydropower in Shaanxi Province

分析了陕西小水电现状、存在问题以及对社会经济、生态环境的影响。研究了陕西小水电上网实行丰枯、峰谷分时电价的必要性和可行性,对丰水期、平水期、枯水期和峰谷时段以及丰枯、峰谷分时电价升降比例进行了详细分析测算,指出了确定小水电上网电价丰枯、峰谷分时段上下浮动比例的基本原则和影响因素;对丰枯峰谷分时上网电价的具体实施提出了合理化意见和建议。

This paper analyzes the status and existing problem in small hydropower in Shanxi as well as its influence on the social economy and ecological environment,studies the necessity and feasibility for the small hydropower to implement peak-valley TOU SOU tariff,accurately calculates the time of high-water period,mean water period,low-water period,peak-valley period and the rise decrease ratio of TOU tariff,points out the basic principle and influence factors to determine the up-down floating ratio of the tariff during high-low and peak-valley time period.This paper also puts forward concrete reasonable proposals for implementing TOU SOU tariff.
