发展学前教育是各级政府义不容辞的责任——《国家中长期教育改革与发展规划纲要》对政府责任的确定

Improving the Development of Preschool Education is the Responsibility of Governments at All Levels

虽然《教育法》等法律文件早已明确规定发展学前教育是政府的责任,然而,在学前教育发展改革与探索过程中,受多方因素的影响,政府责任落实不力、不到位的现象十分突出。政府管理机构和人员设置不健全、政府举办的公办园发展不足甚至减少、政府长期投入不足等已经成为制约学前教育事业发展的重要阻碍。在此背景下,新颁布的《国家中长期教育改革与发展规划纲要》再次明确提出政府对学前教育事业发展的主要责任由此具有重要的现实意义。具体来说,政府发展学前教育的责任主要包括规划学前教育发展、制定和落实财政投入计划、举办幼儿园、建设教师队伍、监督管理等方面。政府责任的明确与落实是加快我国学前教育普及与质量提高的关键,应引起各级政府的高度重视。

National ordinance and regulation stipulate that improving the development of preschool education is the responsibility of governments at all levels. But in fact, the responsibility of government is carried out powerlessly. In some areas, there is no administrative structure and staff. The obvious problems are lack of financial funding for preschool education and public preschools. The National Outline cleared the responsibility of governments for preschool development again. The responsibility of governments includes planning, increasing budget, raising public preschools, ensuring teacher＇s pay and conditions, quality assessment, and so on.
