价值期待与现实诘难:治理范式下的公民参与

The Value Anticipation and the Reality Blame:the Citizen Participation in the Paradigm of Governance

治理与善治的理论范式从引入中国之初就被寄予过高的价值期待,治理范式下的公民参与启动了对传统公共行政模式、科层制和现代民主体制的理论反思及实践层面的探索,但现实中的公民参与却面临着挑战。由此我们不能单纯从理论上对治理范式下的公民参与寄予过高的价值期待,更应该将其视为一个在实践中发生着的需要进一步检验证实的过程看待。

The paradigm of governance and good governance has been expected the high value anticipation from the beginning of its introduction to China.The citizen participation in the paradigm of governance has started to the theory reconsideration and practice exploration of traditional public administration pattern,the bureaucracy and the modern democratic regime,but the citizen participation is facing challenges in reality.So,we cannot anticipate the high value of the citizen participation in the paradigm of governance in theory.We should regard it as the process that is occurring in reality and needs to be further examined.
