优化设计我国公共图书馆法人制度

Optimal Design in the Legal Institutions of Our Country Public Library

图书馆是人们进行记忆符号、想象意义、存取与学用知识信息的物理空间,图书馆制度是人们交流知识信息的方法。构建合乎人本规律、人本需求、人道立场的综合制度体系,维护知识信息的科学生产与合理存取。构想我国公共图书馆治理结构和公法人制度,并提出系统辨证的建设主体、服务定位、体制机制、模式选择等方面的优化建议。

Library is the physical space for people to remember the symbols, imagine the significance, access and learn the knowledge information. The institutions of the library are the ways of communicating the knowledge information. In order to maintenaning the fabrication and accesses of the knowledge information, library should build the comprehensive system to adequate for the humanism laws, humanism demand, humanity standpoint. To conceive the management structure and legal institutions of our public library system, the paper proposes some optimal designs, such as the voice recognition systems in the government main supervision, service locator, institutional innovation, pattern - selecting and so on.
