论我国社会保障中的非政府组织:功能、困境与对策

China's Non-Governmental Organizations in Social Security:Functions,Problems and Solutions

伴随着经济社会的快速发展,非政府组织(NGO)在公共治理领域提供慈善救助、缓解就业压力、保障权利实现、营造参保氛围的社会保障功能日益凸显。但是,政社关系不合理、法律体系不健全、政策支持不到位、组织机制不完善、志愿精神不饱满等一系列问题使非政府组织社会保障功能的发挥步履维艰。因此,应该采取积极措施,树立合作观念,加快法律供给,加强政策支持,优化组织机制,塑造志愿精神,推进社会保障类非政府组织的创新发展。

With the rapid development of economy and society,the functions of non-governmental organization（NGO） in the field of public governance become increasingly noticeable,which are concerned with providing charitable relief,easing the employment pressure,promoting the realization of rights,and creating an atmosphere of purchasing insurance.However,a range of issues involving unreasonable relationship between government and NGO,unsound legal system,lack of policy support and volunteerism,and imperfect organization mechanisms debilitate the social security function of NGO.Therefore,it is critical that efforts be made to promote cooperative ideas,provide accelerated legal services,strengthen policy support,optimize organizational mechanisms,and encourage volunteerism,in order to facilitate advancements in innovation with regard to social security of non-governmental organizations.
